Biography
Current Position - Program Manager, Client Network Services Inc. Fred Arnold has an extensive background in applied program and project management. His experience has focused on large, complex technology based projects with an emphasis on management of technology driven services. Fred Arnold’s experience includes support to clients in manufacturing, finance, energy, consumer package goods, healthcare, chemical/process, transportation, engineering-procurement-construction, IT services, environmental industries, and federal and regional government agencies.
Arnold is currently program manager for Client Network Services Incorporated (CNSI), where he provides project management subject matter expertise to the U.S. Department of Homeland Security (DHS) and the Transportation Security Administration (TSA) for key IT projects. Arnold is also responsible for the engagement management of CNSI’s project management, engineering, architectural and technical services to TSA and for the firm, fixed price PCO support to a critical federal government project.
Past Experience For over 25 years, Fred has demonstrated proven leadership and management experience in providing direct consulting support to clients’ executive and senior management. Comprehensive focus has been applied to the development and implementation of owners’ management controls, corporate compliance, governance, risk management, processes and standards, Enterprise Portfolio Oversight and Reporting, and business unit interface. Arnold has established and managed the implementation of over six project management offices (PMOs). As a PMO leader, he establishes proactive organizations, providing both thought leadership and successful performance. He has successfully transitioned PMO organizations from “paper” functions into operating delivery centers, meeting client’s expectations and providing timely, positive support to sales, IT infrastructure, business users and executive management.
Arnold’s experience includes delivery, consulting service operations support related to systems integration, organizational development and assessment, offshore services management, operations, requirements definition, business process improvements, outsourcing management, organizational and project management and technical assessments, maintenance programs, service level agreements, new product development, capital expansion, QA, regulatory representation, and training. He performs owner’s oversight of Big 4, global/national firms and specialty service firms to ensure satisfactory performance.
He has achieved national best practice recognition for Owners Oversight of Capital Investments for his clients, led development and implementation of comprehensive management control program for large capital projects ($6 billion+ (US)), and performed technical and management audits of project organizations. Arnold has managed the management support team that achieved the national record for single project investment recovery by client and co-owners ($4.565 billion (US)) and regulatory approved investment recovery of $10 billion (US). He has also directed onsite integration of corporate quality programs including CMM Level 5, ISO 9001 and BS 7799 programs, and coordination of project delivery with three offshore development centers.
Arnold’s operations experience includes successful development and management of several consulting services organizations. As a founder and division executive, he assisted in the growth of the firm—from employee number three to over 2,200 personnel—and service lines, and achieved over 100 consecutive quarters of profitable operations. Arnold was appointed key client engagement manager to clients’ CIO and executive management for numerous fixed price projects ranging in value from $500,000 to $5 million in annual consulting revenues. He was also selected as relationship manager for corporate co-sourcing projects and engagement manager for Fortune 100 clients’ projects. He has directed resource management for over 600 IT field consultants, managed over 275 project consulting professionals, as well as managed several divisions, including project management, engineering-design, quality assurance, management consulting and construction management services) and corporate IT and legal services.
Membership and Activities Fred’s involvement with Project Management Institute (PMI) spans 25 years. A founding member, he chaired numerous committees and was past president of the PMI Pittsburgh Chapter. He also co-founded the chapter's Project Management Office (PMO) Roundtable and Information Technology Specific Interest Group (IT SIG). He also holds the Project Management Professional (PMP®) credential.
On a global level, Fred Arnold was a co-founder and past chair of the Utility SIG, was project manager for the 1992 annual seminar/symposium, served several terms on the PMI Ethics Review Committee and was a project manager for the PMI Educational Foundation's pro bono projects.
Honors and Awards At age 44, Fred became the youngest fellow elected by PMI, the Institute’s and industry’s highest and most prestigious award. He is also a past recipient of the PMI Distinguished Contribution Award. Arnold currently serves on the PMI Board of Directors and is a member of the Performance Oversight Committee. |
