
Strategic and Critical Materials Management
The Purpose of the National Strategic and Critical Material Act The purpose of the Strategic and Critical Materials Stockpiling Act is to: "provide for acquisition and retention of stocks of certain strategic and critical materials and to encourage the conservation and development of sources of such materials within the United States and thereby decrease and to preclude, when possible, a dangerous and costly dependence by the United States upon foreign sources for supplies of such materials in times of national emergency. The purpose of the National Defense Stockpile is to serve the interest of national defense only. The National Defense Stockpile is not to be used for economic or budgetary purposes."
DOE Strategic and Critical Materials Management The National Defense Stockpile consists primarily of metals, ores, and raw materials as a reserve for national emergencies, primarily those associated with national defense, and is managed by the Department of Defense through the National Defense Stockpile Center. The National Nuclear Security Agency is responsible for the Nuclear Stockpile and coordinates with the Department of Energy (DOE) Strategic and Critical Materials Management (SCMM) on non nuclear material actions.
The DOE SCMM coordination function is managed by the Office of Administration by a Strategic and Critical Materials Coordinator. This function coordinates DOE participation in the National Strategic and Critical Materials Stockpiling Act and represents DOE on the National Defense Stockpile Market Impact Committee. The SCMM Coordinator provides technical advice and support to DOE program offices.
Each line program office is responsible for identifying their non nuclear strategic and critical materials requirements for the National Stockpile and Identifying them to the DOE SCMM coordinator.
Each line program office is responsible for identifying excess strategic materials for transfer to the National Defense Stockpile to the DOE SSMM coordinator.
DOE programs should identify excess critical materials such as halogenated hydrocarbon to the Logistics Agency through the SCMM coordinator per Executive Order 13148, Greening of America, and DOE Guidance to Implement EO 13148 Requirements to achieve Ozone-Depleting Substance Reductions.
