
Certification Process

YOU ARE SPONSORED AND ASSOCIATED WITH THE PMCDP PROGRAM. HOW DO YOU PROCEED?
The PMCDP certification is competency based. Start by taking an inventory of your past project management training, developmental assignments, and experience, and organize the information by the applicable knowledge, skill, and ability as shown in the Certification and Equivalency Guide (CEG), the Requirements at a Glance Table, or the PMCDP Knowledge Diagram, and apply them to the Learning Map to see which of the PMCDP courses you must take, to include which competencies you may qualify for in lieu of formal PMCDP instruction.
HOW TO DETERMINE YOUR CERTIFICATION LEVEL
Certification is divided into 4 levels, based upon the total project cost (TPC) of the highest dollar value project currently managed. Reference the CEG and DOE O 361.1B for the most current guidance.
PROFILE DATA ENTRY
Log onto ESS. Click on PMCDP at the top of the screen. A drop down menu will appear. Choose “Instructions” and read through the applicable Tutorial chapters before you begin entering data. Once you are comfortable with the data requirements you will need to provide, begin entering your profile information into the PMCDP module in ESS, following the steps provided. You must complete all levels up to and including the one for which you are applying. Make use of the examples provided for each competency as guidance on how to respond with your unique qualifications. If you create your competency statements in Microsoft Word, you must first save the file in Word as "txt" not a "doc" file. This will allow the Oracle data base to correctly interpret your text and place it correctly in the profile template.
All competency fulfillments must be approved by your immediate supervisor. If you need a developmental activity or training, work within your IDP to schedule and track the activity.
ELECTRONIC REQUEST CERTIFICATION
Supervisor and Site/Office Manager Approvals. When all the competencies for the requisite certification level are fulfilled, you may request certification. This is done electronically through the PMCDP module and requires both supervisor and site/office manager approvals. See the PMCDP tutorial chapter “Certification Request” for instructions. You must have both these individuals physically sign the cover sheet of your certification profile. ESS does not register electronic approvals/signatures. The PMCDP Certification Candidate Package Status table provides the current status of all active PMCDP applicants' certification packages.
Sponsoring Program Office Approval. This is the last step in the certification request procedure. All persons coming forward for certification must be sponsored by their program office. Check with your supervisor for the protocol within your organization. This should include finding out who must be notified of your request for certification and who will sign off on your certification credentials. See the PMCDP tutorial chapter “PSO Certification Review Request” for instructions. If your program office does not require notification, you should work through your supervisor to transmit your certification request to your program office sponsor (CRB Ad Hoc Representative to the CRB).
Transmitting Your Profile to the Certification Review Board for Consideration. Your program office CRB member or CRB Ad Hoc Representative must transmit an electronic certification request to the Secretariat of the CRB at PMCDP.Administration@hq.doe.gov. This transmittal should include a copy of the page containing the signatures of your supervisor and site/office manager (a “PDF” or picture file is preferred to a facsimile transmission), documentation of your experience, and any other documentation required by the CRB.
When to Submit Your Package: The CRB deliberates monthly from January through November, except for July and August. Level 1 and Level 2 Packages must be received by OECM a minimum of five weeks prior to a scheduled CRB meeting; Level 3 and 4 packages require a minimum of six weeks.
CRB Interview: Level 3 and 4 certification candidates may be required to be interviewed by the CRB. In addition, the CRB may elect to conduct an interview of the site/office manager of level 3 and/or 4 certification candidates, as well as the candidate.
