Contractor Human Resources Management Team and Contractors Council

The Contractor Human Resources Management (CHRM) Team

The Contractor Human Resources Management (CHRM) Team develops DOE Acquisition Policy in the specialized area of contractor human resource management to support cost effective accomplishment of DOE Missions. The  CHRM Team interprets DOE policy, requirements and contract language for Facilities Management contractor compensation and benefit programs and assists DOE Heads of Contracting Activities, Contracting Officers and Program Offices to determine reasonableness and allowability of contractor compensation and benefit costs.

Contractors Human Resources Council

Purpose

The purpose of the U.S. Department of Energy (DOE) Contractors Human Resources Council (herein referred to as the CHRC) is to provide a forum for a representative cross-section of DOE Contractor Human Resources (HR) management to address issues that have either DOE complex-wide applications or DOE program/office-wide impact. The CHRC normally will not focus on issues specific to an individual DOE Field Office or project/contract.

Authorization/Sponsorship

The CHRC operates as an advisory body to both the DOE Field Offices and DOE Headquarters (HQ). The CHRC has no contractual authority under any operating contract within the U.S. DOE.

The CHRC is sponsored by the DOE HQ Office of Procurement and Assistance Management and the Office of Worker and Legacy Management.

Scope

The CHRC has been chartered to provide consultation to the Department of Energy and its Contractors including the following areas:

· HR best practices currently being implemented by DOE Contractors, as well as industry best practices from contractor parent companies or other sources, such as the Society for Human Resource Management, the National Management Association, the American Management Association.

· Common issues of interest such as recruiting and retention, employee benefits programs, industrial relations, employee relations/employee concerns, workforce planning, including transition programs, service portability, human capital measurement and metrics.

· Governance and policy issues, including commenting on new/proposed DOE Orders or interpretation of the Federal Acquisition Regulations.

· Issues or new contracting approaches.

· Other items as necessary.

In addition, the CHRC will serve as a two-way feedback forum between DOE and the Contractors.

Subcommittees and Task Teams

The CHRC may elect to form subcommittees or task teams to address specific issues or to develop recommendation on programs. They may be selected from any DOE site, project, or laboratory.

The CHRC or its subcommittees/task teams, subject to approval by the funding organization may contract with consultants.

Recommendations made by the subcommittees/task teams are not binding upon any DOE Site, Program or Project. Implementation of any program or policy modification must follow contracting officer guidelines/approvals and be compliant with the terms of the Site/Project contract with DOE.

Meetings

The CHRC will meet via teleconference at least quarterly.

Subcommittees and task teams will meet as needed to accomplish their project/task requirements and deliverables.
